
About Lupe Flores
Lupe Flores is a lifelong resident of Mendota and a dedicated public servant with deep roots in Fresno County District 1. She and her husband, John Flores, have four adult children and eight grandchildren. The Flores family has long been active in community leadership. John Flores served two terms on the Mendota City Council, pastored Rivers of Living Waters Christian Church for 15 years, and has operated local businesses since 2007.
Lupe Flores has served on the Mendota Unified School District Board for 21 years and was Board President in 2020 during the COVID-19 pandemic. She is a graduate of Tranquillity Union School District and West Hills College in Coalinga, where she earned an Associate of Arts degree in Business.
Having lived her entire life in a rural community within District 1, Lupe understands both the strengths and challenges facing small towns, unincorporated areas, and the West and North Fresno regions. Her commitment to public service is grounded in strong values of family, faith, education, and public safety.
Lupe is dedicated to championing the needs of Fresno County District 1 by supporting job creation, business development, and community safety. She supports the legislative platform and priorities of the Fresno County Board of Supervisors, including agriculture, criminal justice and public protection, economic development, housing and homelessness, public health and behavioral health, transportation and infrastructure, water, environmental and natural resources, social services, workforce investment, and general government operations. A top priority for her is Measure C and securing funding for public safety.
Currently serving as a Mendota Unified School District Board Member, Lupe is a strong advocate for public education and is committed to ensuring every child has access to a high-quality education. She is retired from California state service, where she worked with the California Labor Commissioner’s Office and the Employment Development Department, ensuring compliance with labor laws, processing unemployment insurance benefits, collecting labor market data, and supporting agricultural and migrant seasonal farmworker outreach programs, job services, and community resources.
With more than two decades of experience in public service, Lupe brings proven leadership in policy development, budgeting and finance, priority setting, facilities oversight, accountability, public safety, union contract negotiations, strategic planning, community leadership, and legislative advocacy. She has also partnered with the City of Mendota on school and city grant initiatives to strengthen local services.
